Budget Work Session Meeting
Roll Call – Mayor Lattimore, Councilors McNabb, Jacobs, Dempsey and Hunter; present.
Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Lisa Green, Comptroller, Mike Long, CIP Project Manager, Planning and Economic Development Department staff. Bill Lupien, Superintendent of Engineering Services.
All stood for the Pledge of Allegiance to the Flag.
Mayor Lattimore asked the City Clerk to read an editorial that was given him regarding the issue of companies in New York facing possible increases in energy expenses due to expiring contracts with the Economic Development Program and the need to pass a bill that mandates cheaper energy costs for all of New York businesses.
Presentations and Proclamations – The City Clerk read a proclamation from the Mayor proclaiming Thursday May 5th at Day of Prayer in the City of Auburn.
Mayor Lattimore introduced Todd Eaton of Tessy Plastics. Mr. Eaton thanked the Mayor for traveling to Albany with him to lobby legislators to mandate cheaper energy in all parts of New York State, not just western New York.

Work Session
C & S Engineers – The City Manager introduced Jim Morrison, C & S Engineer. Mr. Morrison discussed the water main replacement issues for East Genesee St. Council discussed.
Budget Work Session – Office of Planning and Economic Development –
Steve Lynch, Director of Planning and Economic Development distributed a handout. Using a power point program he presented Council with an overview of his department’s responsibilities, and budget. Cindy Aikman, Program Manager, distributed information and samples of what her office offers to businesses interested in Auburn. She then introduced the following business owners, who talked about how the City Planning Department’s support and service have helped their businesses grow and or start up.

Economic Development Agencies
The City Manager introduces a variety of people that represent the various agencies in the county that promote economic development in the community –
§ Bob Bergan, Auburn Local Development Agency. Mr. Bergan spoke to explain the function and history of the agency.
§ Dave Miller, Cayuga County Office of Planning and Economic Development. Mr. Miller spoke to give and overview of the County’s planning department function.
§ Robert Nagle, Small Business Loan Committee. Mr. Nagle reviewed the loan process.
§ David Dempsey, Auburn Industrial Development Agency. Mr. Dempsey distributed and outline and reviewed it to explain AIDA’s function.
§ Dave Colegrove, Auburn Cayuga Development Commission. Mr. Colegrove explained his organizations goals, purpose and focus.
§ Terry Bridenbecker, Chamber of Commerce. Ms. Bridenbecker discussed the agencies goals and mission.
Mayor Lattimore thanked the volunteers that serve on these boards and commissions.
Public To Be Heard –
Bob Penafeather, Auburn resident and Chair of the City’s Cable Advisory Commission. Mr. Penafeather spoke about his reasons for being on the ACDC board.
Mayor Lattimore suggested a 2-minute recess and all Council agreed. Council adjourned at 7:50PM and was called back to order at 8:00PM.
Other Business
Lisa Green and Steve Lynch review the proposed budget for the Planning Department. Council discussed.
Council Resolution # 57 of 2005 authorizing a public hearing to be held on Thursday May 12, 2005 at 5:00 PM concerning the Manager’s recommended Budget 2005-06. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter and Dempsey – aye. CARRIED.
Council adjourned to Executive Session at 8:25PM and returned at 8:40PM.
Financial Resolution #58 of 2005 authorizing the Treasurer to expunge the special assessment levied against the properties located at 13, 14, 15, 16 Tubman Lane from the delinquent tax sale roll. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter and Dempsey – aye. CARRIED.
